Latvia prices within a euro of Lithuania on average — €89.2/MWh against €89.3 since 2024 — which is what a properly coupled market looks like. Its Daugava hydro cascade and the Inčukalns underground gas storage let it shift supply across seasons in a way its Baltic neighbours cannot.
